You need to edit gameinfo once again, after every MAJOR update.
Little one doesn't affect it.

The easiest way to get back piece is to replace models with any Sven back item You own (it's basic modding, You are probably able to do it on Your own).
I doubt that without decompiler it is possible to merge back piece with other model (example shoulder) -

You don't delete all arcana mod files and now they are mixed with default set -

There is no source2 model decompilator yet. Only files we can decompile for now are materials/textures and particles. -

Have You tried adding Your addon to ModKit? And place vtex_c in \(...)\dota 2 beta\game\dota_imported\materials\ ? -

If You still need this - D2ModKit allows to decompile vtex_c to tga
Then You will only need some graphic editor (Photoshop, GIMP, etc.)
And after recoloring add new textures through Dota official tools (Material Editor) -
