Install guide:
Well is the same way you install any mod, but you should only extract the "resource" folder on the rar downloaded, you will find the "resource" folder in "game"->"dota2"->"resource"

Hmm strange it works for me :s, maybe is the way to inject them let me check.
Edit: Okay it was my bad the rar folder have to extra root folder "game" and "dota", I forgot to delete those folders added some info in the description of the post, by the way if you are tired of verifying game cache when a mod fails you can check my post on Install guide where I explain other method that I found easiest to install and unistall mods. -

it worked for me....I use chaos knight cursor pack 
don't use TI5 cursor pack because it will make ur cursor disappear..use another cursor pack. -

In this folder, you can see a folder named workshop. All types of cursor are here. Copy all of file in any folder into the cursor folder. I succeeded, trust me . -
